कानून बना देना ही पर्याप्त नहीं : LAW MAKING IS NOT SUFFICIENT

मित्रो !

      काम (lust), क्रोध, मद और लोभ (विशेष रूप से काम और क्रोध) का प्रभाव इतना शक्तिशाली होता है कि इनसे आवेशित व्यक्ति कुछ और सोच ही नहीं सकता।  इनके आवेश में किये गए अपराधों के लिए मिलने वाले दंड की ओर उसका ध्यान ही नहीं जाता। अतः इनके आवेश में किये जाने वाले अपराधों को कानून बनाकर नहीं रोका जा सकता।

      The urge of lust, anger, intoxication or greed (especially lust and anger) is so powerful that the person charged by them can not think of anything else. Persons, charged with these vices while falling victim to them,  remain unaware of the penalties under the law for crimes to be committed by them. Therefore, the crimes committed under the urge of lust, anger, intoxication or greediness can not be stopped by making the law.
